I just tried with revision 13038 and things work fine for me.
Your bib file seems erroneous though, since I get warnings:

TeXmacs] debug-shell, cd $TEXMACS_HOME_PATH/system/bib; BIBINPUTS="/Users/vdhoeven/.TeXmacs/system/bib":$BIBINPUTS BSTINPUTS="/Users/vdhoeven/.TeXmacs/system/bib":$BSTINPUTS bibtex temp > $TEXMACS_HOME_PATH/system/bib/temp.log
TeXmacs] bibtex-warning, empty journal in wassenberg
TeXmacs] bibtex-warning, empty year in wassenberg

Anyway, I will close the bug.  Please re-open it if it persists.

I tried to modify the path with the dot, and it does not work either. Maybe it is Linux specific. The value of BIBINPUTS is still "xxx". I guess that it has something to do with parsing.

I cannot reproduce the bug on Mac. What happens if you prepend the bibliography path with a ".", i.e. write "./test-bib/test" instead that only "test-bib/test$ in test.tm?

OS: Debian Buster

bibtex is installed from texlive (Vanilla, not the one in Debian)

A minimal working environment:

1. There is no error (along with obvious modifications) if I put the .bib file in the same directory as the .tm file (I captured the console output into success.log)

2. If test.tm is put in /tmp, and test.bib is put in /tmp/test-bib/, there will be errors. (error.log)

I compare the logs. One difference is remarkable. In the first case (with success), there is a line:

> TeXmacs] debug-shell, cd $TEXMACS_HOME_PATH/system/bib; BIBINPUTS="/tmp":$BIBINPUTS BSTINPUTS="/tmp":$BSTINPUTS bibtex temp > $TEXMACS_HOME_PATH/system/bib/temp.log

while in the second case (with errors), the line becomes (note the wrong BIBINPUTS value "xxx")

> TeXmacs] debug-shell, cd $TEXMACS_HOME_PATH/system/bib; BIBINPUTS="xxx":$BIBINPUTS BSTINPUTS="xxx":$BSTINPUTS bibtex temp > $TEXMACS_HOME_PATH/system/bib/temp.log
