You are seeing this behavior because the .d file is considered by make to be an intermediate file. See the GNU make manual section "Chains of Implicit Rules" for more information on this. Because the .d file is intermediate, if it doesn't exist but the target does and is up-to-date WRT its dependencies, the intermediate file does not need to be rebuilt. If it were rebuilt, make would remove it anyway (that's what it means to be intermediate).

If you list the file explicitly in any way in the makefile, then it will not be considered intermediate anymore; even something like:

.PHONY: deps
deps : $(SRCS:.c=.d)

which you may never otherwise use.
