Starting the Octave GUI with the command:

env LC_ALL=C.UTF-8 snap run octave --force-gui

Fixed the issue. Now running the help command, for example help plot does not give errors.

Thanks!

I'd consider it off topic.  The Windows version of Octave is built by Octave Maintainers and so complaints about that particular software should be resolved here.  However, the Octave snap package is not officially released by the Maintainers (no mention on www.octave.org) so I think the issue should be resolved by the snap packagers (which, in this case, include an Octave Maintainer, but that is beside the point).

This is a known issue with the snap build of Octave. The user's locale settings are not supported inside the snap container.

The following workaround resolves these warning messages

env LC_ALL=C.UTF-8 snap run octave

I may end up including 'locales-all' in the snap to support all possible user language settings, it seems this is the only way to do this with snap, there is no built in support for user language settings.

This is not an Octave bug. Up to the other Octave maintainers if we want to consider snap bugs off or on topic here.

This is very likely to be a local configuration issue as this has never been reported before.  It might be settings in your OS (Ubuntu 19.04), or it may be whoever packaged Octave in to a Snap package.

Does any system() command have this issue?  For example,

[sts, out] = system ("ls")

When I enter the command: help plot, it shows the following warning message:

perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "en_US.UTF-8",
        LC_ALL = "en_US.UTF-8",
        LC_TIME = "C",
        LC_MONETARY = "en_US.UTF-8",
        LC_ADDRESS = "en_US.UTF-8",
        LC_TELEPHONE = "en_US.UTF-8",
        LC_NAME = "en_US.UTF-8",
        LC_MEASUREMENT = "en_US.UTF-8",
        LC_IDENTIFICATION = "en_US.UTF-8",
        LC_NUMERIC = "C",
        LC_PAPER = "en_US.UTF-8",
        LANG = "en_US.UTF-8"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
