If the user has the appropriate ACL rights, they will be able to see events which others are participants in, but they will not be listed as a participant for the event.

As they have not been invited to participate in an event when it was created how do you expect the calendar to know that they should be invited when they are added as users?

I checked the current head version of calendar, as long as the ACLs are setup properly the user can see other users events.

Who said anything about groups? The bug is that when a new user is added, they cannot see ANY already existing calendar items. Two years ago I spoke to you on IRC about this, and you said that yes that was the case and it was a bug (actually a design flaw), and there would be no "fix" for it but perhaps a future version would handle new users differently.

This isn't really a bug. Groups aren't actually invited to events, the individual members of the group are invited.

When a new user is added to phpGroupWare, they cannot see any allready-existing calendar events unless someone edits it, at which point that edited event becomes visible to the new user.

This is a serious flaw for organizations which make heavy use of the calendar. Our calendar has events on almost every day of every month, and new users are being excluded from seeing these.
