Thanks for your report. This long standing bug has been addressed (see bug #44776) and the fix will be part of the next Octave 5.

Closing report as fixed.

When the window with the plot "fplot (@sin, [-10.5, 10], 1201);" is resized, it first stays the same size, and is only resized when ZoomIn/ZoomOut/Pan functions are activated.
