To reproduce, configure nano with --disable-help and compile.  Then run 'src/nano NEWS' and type M-- and M-= a few times.  Result: it says "Unbound key" for each of those keystrokes.

Expected behavior: disabling the help system should not result in the removal of the scrolling keystrokes and functions.

The offending commits are of course a865c25e and f3c4dadc.  The build fixes were shortsighted.  It needs to be "#if defined(ENABLE_HELP) || !defined(NANO_TINY)".
