This has been previous reported as bug #46282, closing as a duplicate.

If I have a package directory (starting with +) Octave finds the function files in this directory fine if they are there at startup. If I create a new file in the directory after starting Octave, Octave does not see it. Calling rehash or clear all does not help. You have to exit and restart to get Octave to see the file.
