These marks are still too low on notes with stems.

The Unicode standard is not very helpful when it comes to its musical symbols. It’s not hard to find examples of these marks, though.

I did not know that.

Do you have a reference from the standards that explains this, or is it just something one knows from music?

The musical combining marks U+1D1AA through U+1D1AD should be higher in FreeSerif. The marks should be high enough to not overlap a note’s stem, but they should also be that high even if the note has no stem (as in https://upload.wikimedia.org/wikipedia/commons/2/21/Down_Bow.png).
