Yes, this is a known missing feature.

For the time being, I added polarplot to the list of unimplemented features in this cset (http://hg.savannah.gnu.org/hgweb/octave/rev/62add1b69100). Now if you attempt to use polarplot() or type "help polarplot", Octave returns

This will at least give programmers an indication about what function they can use today until polarplot() is actually implemented.

As far as I could find, polarplot is missing.
Octave does support polar, but this does not support the rlim property (especially the nagative minimum).

I already worked around this, by adding an offset to the graph and redefining the ticks. Just wanted to report missing function.
