The sans faces are doing something wrong -- these pairs shouldn't appear identical.

But there is more than one thing going on here. You talk about virams, but none is displayed with the FreeFont faces.

The question has been, what should be the default display of odd conjuncts that don't correspond to Bengali syllables. In this range, I took an easy policy that "top-forms" would be displayed.
To my eye, that looks nicer than viramas, and I couldn't get anybody to tell me it was wrong. But in these circumstances, some other fonts fall back to full-form consonants separated by visible virams, which I guess is what you're referring to.

In FreeSans and FreeSans Oblique, many three-consonant Bengali clusters look as if the second virama were not there, if the second consonant has a below-base form. For example, ⟨প্ত্স⟩ looks identical to ⟨প্তস⟩. Others don’t look identical, but the virama is still missing; compare ⟨ন্ত্স⟩ to ⟨ন্তস⟩ and ⟨গ্ন্স⟩ to ⟨গ্নস⟩.
