I made the output more HTML5-compliant, and to declare encoding.

The W3C Validator still complaining about some character sequences taken from lookup entries, but only as warning.  Some other day.

The scripts in freefont/tools/report should declare their HTML outputs’ encoding as UTF-8. Some of the subtable names contain non-ASCII (e.g. “Malayālam”) which the default encoding mangles.
