This is fixed in FreeSans and FreeSans Bold. The oblique fonts need fixing.

Section F.1 of L2/08-198 gives a longer though still not comprehensive list of bi-consonants.
The Unicode Standard documents two ways to ligate consonants in Tifinagh: with U+2D7F TIFINAGH CONSONANT JOINER and with U+200D ZERO WIDTH JOINER. In OpenType terms, these correspond to 'rlig' and 'liga'. Therefore, FreeSans should have two near-duplicate tables which differ only in that one uses 'rlig' and U+2D7F and the other uses 'liga' and U+200D.

The use of this mark had escaped my attention. Since the absence of lookups for these joined consonant would limit the usefulness of the range for some languages, it had to be fixed. In SVN.
Likewise, Tifinagh "contextual shaping" lookups have been added.
Remaining concern, the standard claims that its figure 19-2 represents "examples" of bi-consonants. The proposal L2/08-198 says of the same listing:
"Note that this is by no means a comprehensive list of bi-consonants. Note also that there are glyph variants for these bi-consonants depending on the region."
So there's more to be done here. Where do we find a more complete listing of bi-consonants.

U+2D7F TIFINAGH CONSONANT JOINER has no mark positioning in FreeSans (all styles). It should be centered between two letters; see http://www.unicode.org/L2/L2011/11112-tcj-fallback.pdf. (Ideally, of course, FreeSans would include Tifinagh ligatures, which is the purpose of this character.)
