I was just about to make the same change for libproxy - it had built sucessfully for me, both as win64 and native linux but on a a 2nd rebuild in w32, it failed.

I had also built icu4c ok in both so guess will take a look at why

There is also a problem with building icu4c on Windows32 systems that I don't know how to fix so I'm checking in a change to disable icu only on w32 until someone can figure it out.
