That is, are they thought of as letters in their own right or as digraphs that happen to be ligated? When they take vowel signs, are the vowel signs centered, or do they go above the right half of the ligature? |

The vowels overlap the tones, so the vowels should be lowered. To make room for the vowels, the consonants should be lowered. This would make Lao have the same baseline as Thai and Latin.
