Correct. This is because decomposed Unicode is not meant to be visible outside of applications.

That is not Unicode in NFD, because the decomposition tables have been frozen at Unicode version 3.2, see

Yes, this is a common problem, and there is a specialized package to handle this problem: convmv.

I disagree. To make it available to all Linux users, it would not only have to be integrated into GNU libiconv but also GNU libc (which is what most Linux users use) and musl libc. Given that it is a workaround to a specific problem only, tied to HFS+, this does not seem the right approach.

A common problem is the use of rsync to convert hfs+ filenames to ext3/4 filenames, which cannot be done under linux right now.

The utf-9-mac definition should be integrated into the mainline, though it should probably be aliased to something more platform agnostic.
