Texmacs 1.0.7.15 was built for Wheezy while Debian provides Maxima 5.38 in Stretch... If you are sure you want to use the stock Debian build of texmacs, you should use a contemporary version of maxima, and they'll probably work together...

As for texmacs, since v 1.0.7.15 is long gone, I'll mark this report as invalid and close it. Feel free to reopen if the bug is present with a recent TeXmacs build.

The "current status" is marked "need info", but I'm not clear what info is being requested.

> Are you really using the several-years-old texmacs 1.0.7.15?

That is the latest version packaged for debian.

Thanks for the link to the mailing list thread. I'll think about trying it, but am concerned about dependency resolution in my particular installation. Sticking with the distribution's approved and integrated packages seem the more prudent course.

The thread mentions that texmacs is preparing to update packages for major distributions. Any idea of the time-line?

Should I file this as a debian bug against package texmacs (ie. that debian is using an old package incompatable with debian's version of maxima)?

Are you really using the several-years-old texmacs 1.0.7.15? If so, please consider upgrading and check if the problem still occurs (for upgrading on debian 9, you can for instance follow http://lists.texmacs.org/wws/arc/texmacs-users/2017-08/msg00016.html).

PS On my debian 8 a recent build (1.99.5+) works nicely with Maxima 5.34.1. I can't say for 5.38, though.
The present plugins/maxima/lisp directory seems quite different from what you report (and complain about):

ls /usr/local/share/TeXmacs/plugins/maxima/lisp/
texmacs-maxima.lisp

In debian, Maxima does not appear as an option for inserting a session, even though maxima is installed, and wxmaxima functions fine.

$ locate texmacs-maxima
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.10.0.lisp
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.11.0.lisp
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.6.lisp
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.9.0.lisp
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.9.1.lisp
/usr/share/texmacs/TeXmacs/plugins/maxima/lisp/texmacs-maxima-5.9.2.lisp

I see that there is some interplay between scripts /usr/lib/texmacs/TeXmacs/bin/tm_maxima, /usr/lib/texmacs/TeXmacs/bin/maxima_detect, and /usr/share/texmacs/TeXmacs/plugins/maxima/progs/init-maxima.scm, but don't understand it enough to offer a fix, and haven't a clue how to create a new script for a new version.

Are versions of Maxima so different that they really need unique launch scripts?

Would it be useless for init-maxima.scm, if it can't find an exact filename match for a maxima version, to try some generic script, or try the closest version?
