My understanding is that .po files are primarily designed for short strings that form the user interface of programs.

I'm not sure how well it would work for manuals.

Having said that, I'd be interested to see a project which attempts
to do this.

Perhaps some of the work at https://www.gnu.org/software/gnun might help.

We would like to create a localized version of the PSPP documentation, but for maintenance reasons, we really would like to be able to translate only PO files, which could be achieved by generating a POT from the Texinfo documentation.

Currently I am not sure if this is possible, but it would be really great, as the approach could be used in other places too, which would help immensely in quite a few projects.
