This has already been fixed in the sources http://hg.octave.org/mxe-octave/rev/722693b132ad

so should hopefully appear in the next release

Even with /S flag, which means silent installation, installer still notifies user and ask if he can proceed. This makes silent installations impossible. Example of the warning is below:
