Fixed in git, 1ae97076.

(Note that you may need a recent texinfo.tex installed.  A few years old is not good enough.)

Have a look at https://nano-editor.org/dist/v2.7/nano.html and search for the word "locale" (without the quotes).  See how the default whitespace characters for a UTF-8 locale are given as "»·", instead of the correct "»·".  Somehow it gets misencoded.

Furthermore, if you run 'make pdf' and look at the nano.pdf file and search for locale, those two UTF-8 characters are completely absent -- it shows an empty string.  Wrong.
