This pager delay on Windows has been known for some time. See bug #45475

Seems to be a known MinGW problem on the AD domain - when you are not connected to a domain all the tools startup takes a long time.

Octave 4.2.1 on Windows 10.
Any paged operation (which required the "less" editor I guess) takes very long time (up to 30 seconds) - even "ls" command in the default location.

Turning off the paging ("more off") eliminates the performance issue.

Similary, starting the cmdshell.bat takes the comparable amount of time.
