Confirmed here. If both axes are set to visible = off, then no frames are drawn. If you compare the differences in the gnuplot output when setting only one axes to visible = off versus both, here is what I get, this may be a clue to those that know how to work with gnuplot:

A second set of axes can not be made completely invisible.

The ticks disappear, but a rectangular frame is still visible.

tested with dev [cs 23546:06805aabbdd1] and 4.2.0
gnuplot-5.0.5 and gnuplot-5.0.6

drawnow ("png", "debug.png", "debug.gp")
shows no suspicious "set border".
So this is not bug #44871.
