With LWIP_ALTCP==0, low-prio TCP connections can be closed when trying to allocate new connections. ALTCP does not yet support this. |

altcp_tcp_new_ip_type: allocate the tcp pcb first to invoke the
priority handling code if we're out of pcbs
We still need to have enough altcp pcbs to handle all the tcp pcbs we have, but I think that's better than to keep killing tcp pcbs because the altcp memp settings are misconfigured.
