To reproduce, run:

stty rows 24 && src/nano --ignore --smooth --linenumbers +15 NEWS

Then type four times ^K, and then seven times <Down>, so that the cursor is now on line 22. Then type ^U. "Row is out of range".

The warning is superfluous, and so is the check for goal being less than the number of screen rows, because go_back_chunks() already limits the number of moved rows to the amount available in the edit window. So, that will allow us to simplify that piece of code a bit.
