This is not a bug. There is no implicit rule to make foo.o, because there is no foo.c (or any other source file that make knows how to build a .o from). As per the documentation, if you have a target explicitly mentioned in the makefile for which there is no rule that can be found, it is assumed to be up-to-date.

Make thinks it has updated a target when in fact, the target is missing. Here is the makefile:

# beginning of makefile
libx.a: libx.a(f.o)
f.o: f.h
# end of makefile

Now, create a dummy f.h:

$ touch f.h
$ make
ar rv libx.a f.o
ar: f.o: No such file or directory
make: *** [libx.a(f.o)] Error 1

When run with make -d I see:

Finished prerequisites of target file `f.o'.
Must remake target `f.o'.
Successfully remade target file `f.o'.
Finished prerequisites of target file `libx.a(f.o)'.
Must remake target `libx.a(f.o)'.
ar rv libx.a f.o

So it says sucessfully remade target 'f.o' when it didn't.
This occurs on both linux 3.79.1 and cygwin 3.80.
