I can't say for certain why it begins with the line "#! /bin/false", but I would guess that it is because these files are not supposed to be run as executable files; they are only supposed to be used as Perl modules. This file is from a version of the libintl-perl library which was copied into the Texinfo project, and does not originate with Texinfo.

We noticed that a lot of perl modules for recoding start with the line "#! /bin/false" [1]. This is still valid for current SVN. Meanwhile this is probably not a bug it is at least confusing.

Please clarify, why this happened. Thanks!
