Hi, I don't see any failure to localize, per se, using the test file I posted. here. Not sure what you're referrig to.
However, the positioning tables for the accents didn't make sense, and I've corrected that.

I split off the issue of whether small caps always makes hooked Upsilon into another report, because I regard it as being barely a bug and I don't want to deal with it now.

In some of the fonts, the small caps upsilons are always hooked, but in others, it depends on the localization.

I worked on Sans normal and bold to accommodate the Upsilon.
The measure I used in Serif isn't easy to implement.
And I don't think it can work in Mono at all.

Revision 3409 added localization to small kappa, but not to the capital upsilons in the Greek Extended block.

Upsilon and kappa now localize for Greek in all faces but sans bold oblique.
A lot of work went into supporting different typographic styles in FreeSerif. It's not clear to me how much of this belongs in the other faces.

In all the FreeFonts, U+03A5 GREEK CAPITAL LETTER UPSILON uses the glyph of U+03D2 GREEK UPSILON WITH HOOK SYMBOL when the locale is Greek. However, in FreeSans and FreeMono, this only works for the upsilons in the Greek and Coptic block: the upsilons in Greek Extended are not localized.
