Fixed in this cset (http://hg.savannah.gnu.org/hgweb/octave/rev/79122fab82ee). Closing report.

clf ("reset") should return a figure object to a pristine state. However, for FLTK the operation removes the built-in menu. The issue is that the built-in menu is composed of ordinary uimenu objects which are children of the figure and all children get deleted on a reset operation.
