You haven't stated which encoding you specified to iconv. Let me guess, Shift_JIS ? Well, the only encoding that map the byte sequence 0x87 0x59 to U+2165 are CP932 and SHIFT_JISX0213. Given that CP932 is frequently in use (because invented by Microsoft) and that SHIFT_JISX0213 is hardly in use, my guess is that you meant to use CP932.

When try to convert a shift_jis file containing Roman numerals iconv gives error "iconv: illegal input sequence at position (position)".
