I cannot reproduce the problem. See:

pspp 0.10.2 fails in regression in debian unstable. The description is here:

The failure seems to be random and is related to reading from postgresql database. The relevant section in the log is:

The current debian unstable installs postgresql-client 9.6.1-2 package.
