The "bug" was old: since at least nano-2.0.2.

Fixed in git, 5f30775d.

To reproduce, run 'src/nano +11,43 README' and type: ^R stamp-h1 <Enter>. The cursor now sits on the P of "Pine" at the very start of line 12. Now type <Up>. Instead of going to the space above the P, the cursor jumps to the t of "timestamp" -- the place where it was before the file insertion happened.

This is unexpected, because if the user would have /pasted/ the exact same text (with ^U), the preferred x position would have been where the cursor is after the paste -- in this case: in the first column of the screen. Also, after an undo plus a redo (M-U M-E), the preferred x position will be right after the re-inserted text. So, for consistency, also after the initial file insertion, the preferred x position should be the position right at the end of the inserted text.
