I agree on the changes from comment #1 and replaced the link with http://wiki.octave.org/Developers , as "/Development" is a redirecting link.

Confirmed, that link points to an appendix section that has been removed from Octave's manual.

I would recommend that this link point to http://wiki.octave.org/Development instead. I think we agreed when the appendix was removed that the wiki is the best place for keeping development information up to date, and the Development page makes a good portal entry point, or if it doesn't, it should be turned into one.
