In fact, this is a duplicate of bug #47975.

Lacking a good solution, I have disabled the warning for now.  See git, 32719d64.

To reproduce, run 'nano --ignore --locking', type a few characters, the type ^O and fill in a filename that does not exist, for example "feeeep", and hit <Enter>.  Now type one more character.  Nano beeps and says "Warning: Modifying a file which is not locked, check directory permission?"  This is annoying and confusing.
