I checked in the following changeset:

As far as I can tell, this should be safe to do because we don't have any node or ref names in the info files that contain single quote characters. Longer term (for 4.4, definitely) I think we should replace this info browser widget with something that displays the HTML version of the manual.

I don't see any "%20" strings in the info files, so I guess this is some kind of character translation that is happening in the GUI documentation widget? Hmm. I don't understand why it is only happening in some places where SPC characters appear in the "Next Section" links.

Section links in GUI documentation browser are incorrect, for example:

So it's impossible to open such file as "Basic%20Input%20and%20Output". Octave 4.2.0-rc2 Qt5-based GUI, openSUSE Tumbleweed, Qt 5.7.0.
