Incorporated this patch, it works for me, I've pushed it to stable for the next release candidate and merged to default

Actually a quick search revealed a patch to another fork of qterminal, which might fix the problem here.

Confirmed, and only applies to Octave built with Qt 5.

Possibly some change in a Qt widget that automatically captures certain key events by default.

Easy to work around by using many other possible keystrokes to scroll in the less pager, including Space, f, or d to scroll forward, and b or u to scroll backward.

The default help line that Octave prints at the end suggests to use b and f.

Another workaround is to completely disable the pager with "more off" and just use the scrolling feature of the command window.

For the pager in the GUI, the Home/End/arrows keys all work but the Page Up and Page Down don't cause a window "back" and "forward", respectively. E.g., try

x = ones(200,5)

Page Up and Page Down work in the CLI version of the pager. PAGEUP and PAGEDOWN don't appear in the 'h' help when inside the pager. (There is every key but those two.)

I miss those keys when in the GUI, though. This could be a higher priority issue for 4.2 release if it bothers enough developers/users.
