I've checked 52c205a0ad88 and the issue seems fixed.

Since it seems like an easy fix, I lowered the gnuplot version to 4.6 in _gnuplot_has_feature_ (http://hg.savannah.gnu.org/hgweb/octave/rev/f7ff29ff2763).

I've added Dan Sebald to the CC list. Certainly this used to work back in 4.0.3 so this is a regression.

In __gnuplot_has_feature__.m, line 52,
gnuplot's property "needs_color_with_postscript" is set to 5.0.
If I change it to 4.6, and use the command

print -dpsc out.ps

I get a color image (print out.ps still produced a gray postscript file, why?)

I think that the property "needs_color_with_postscript" should be set to even lower gnuplot version, but I do not have 4.4 or 4.2 installed now to check

Confirmed. 4.6 fails, 5.0.3 works.

See also bug #48033 for a much broader issue of recent changes not working with gnuplot 4 on the current default branch.

hg id 2e49ab3d6b48 somewhere lost the ability to print colored plots with gnuplot 4.6

produces the attached png. The plot onscreen looks fine. Mike told me on IRC, that the print is colored as usual with gnuplot 5.0.3
