Thanks for your bug report. This is a known issue when the Windows command windows is scaled too large, see bug #45220. There is no known workaround at this point other than making the window smaller. Closing as a duplicate.

I will add a little more context:

I got this behavior with Octave 4.0.0, and restarting both Octave and Windows did not remove it. I installed version 4.0.3, and the behavior was still there, as I already described.

In case it matters, I'm running Windows 7, 64-bit. My primary screen resolution is 2880x1620 (as you can probably guess from the screenshot), but I've got two other monitors hooked up as well.

Whenever my command window is above a certain size, it gets flickering random unicode characters all through it. See the attached screenshot for an example. If I shrink the command window to be just a little smaller than what is shown (either shorter or narrower), then it returns to normal behavior. Even when it is just showing junk, I can type commands and they show up in the command history, but I can't see the output of the commands.

Other windows, such as the Editor, seem to be fine.

This nearly prevented me from using Octave on Windows, since I could run scripts, but not see any console output without sending it to a file. It works fine for me on the same screen when running Linux. Now that I know I can shrink the window to make it work, it's not a big deal for me.

(Note, this seemed slightly similar to bug #46601, but also a good bit different, so I just filed a new bug.)
