I've already marked #48306 as a regression, and increased its importance accordingly.

OK, I would say this one is a duplicate of bug #48306. So you can close this bug, but please keep bug #48306 open and mark it as regression (because in the Octave 4.0.1 release this worked fine.)

This has been noticed several times before, there are several related bugs with character encoding and rendering on Windows.

This happens with the GUI doc browser in the current Octave 4.0.3 release, installed under Windows 7 via the official installer.

Here is a short script to show the behavior:

The help commmand produces the proper help text for the print command. All special characters look fine to me.

But the doc command, that shows the help string in the GUI doc browser, produces a help text that has many funny looking special characters in it. I will attach a screenshot of "doc print" to show this.

The Window 7 PC where this was observed, has a german locale. That might be of relevance. (But the help command works fine...)

This is a regression, because with Octave 4.0.1, run on the very same Win7 PC, this problem is not there.

Under Linux I could not observe this problem with an Octave 4.0.3 installation under a german locale.
