parallel --bar -j10000 sleep {3} ::: {1..3000} ::: foo bar ::: .1 .5 .1

This should pass jobs to sub parallels:

parallel --dry-run sleep {3} ::: {1..3000} ::: foo bar ::: .1 .5 .1 | parallel --bar --pipe -k -N250 parallel
