Using the current stable version of Octave, version 4.0.2, there is no variable named 'v' in bitset.m. I think the code is correct.

Following error check

if (! size_equal (A, n))
error ("bitset: N must be scalar or the same size as A");
endif

should rather be:

if (! size_equal (v, n))
