Ok so you are trying to enter opening/closing square brackets which is one of the problems that were solved in bug #41124.

Currently, your only option, if you want to use the GUI on Mac, is to install Octave 4.0.x using a package manager such as Homebrew or Macports.

Thanks for your help. To Comment #1:
My environment: Mac OS El Capitan, dmg 3.8.0 binary.
Problem: Definition of a matrix A = key alt(ternate)&5 1 2;3 4 key alt&6
Results: octave-cli perfect
octave-gui
using a script perfect
using command line key alt&6 doesn't function
After a lot of working with Octave: 3.8.0 + El Capitan is ok.

the 3.8.0 dmg binary is only compatible with OSX 10.9 it is not expected to work on El Capitan.
Have a look at the wiki for options for installing Octave on El Capitan.

.inputrc is not the source of the problem. It seems to me the command line error is located in the binary of 3.8.0 dmg.

It should be easy to comment out. There must be some sort of text editor for Mac systems. Find the file which is in your home directory. On Macs that may be /Users/NAME. On Linux it would be /home/NAME.

The comment character is '#' so put that at the start of the line containing enable-keypad.

Read comments to bug #42010. Problem results from ~/.inputrc, containing
"enable-keypad on"; commenting it out probably fixes the problem. How
could it be done?

There were many keyboard issues that made the the GUI of Octave 3.8.0 dmg unusable on Mac. See e.g. bug #41124.

Thanks for taking the time to report a bug to us. However, please provide more information so something can be done about this. What key combination are you using that doesn't work? What language/locale are you operating in? What do you expect to happen in Octave and what happens instead?

If possible please test in the latest version of Octave which is 4.0.2, many problems have been fixed since version 3.8.
