The import() function is not yet implemented in Octave:
http://www.mathworks.com/help/matlab/ref/import.html

I attach a workaround implementation that edits the function search path to approximate the expected behavior when possible. This is obviously not the right way to implement this functionality but some might still find it useful until the function is appropriately implemented.
