When softwrap is on, and the cursor is in the first part of the line (before it starts to wrap), things work fine. But when the cursor is in the continuation part of a softwrapped line, doing a cursor down at the bottom of the screen, will scroll the screen one or two lines too many.

To reproduce, run 'stty cols 50 && src/nano --soft +22,55 NEWS' and start typing <Down>. When the cursor arrives near the bottom, the screen will scroll unnecessarily soon.

Bug is present since nano-2.3.3. (But nano-2.3.2 had problems of not scrolling enough, which is arguably worse.)
