The '!' operator won't be re-defined. Octave always uses that as the logical not operator. Oliver has already pointed to an implementation of evalc. That patch appears good and has been sitting there for far too long. It should be a part of the 4.2 release.

Also the ! operator is already used as a shortcut for the `not` function in Octave.

It's the evalc function that is missing in Octave. There is an implementation in patch #8033.

Dear Octave Developer,
I tried the following code from Matlab Central which does not run in Ovtave under Windows 7:

output = evalc(sprintf('!%s',vcpath));

Reference: http://de.mathworks.com/help/matlab/matlab_external/run-external-commands-scripts-and-programs.html

To be compatible with Matlab code this handy expression would be nice to see in a future version :)

Cheers, Sebastian
