Hi,

Thanks for your report. This is a duplicate of bug #46204,
which was fixed on the stable branch. This fix will be part of a 4.0.1 bug fix release of Octave.

Meanwile, you can set "Language" to English (en_US) in File | Preferences, General tab.

@devs: please close this report as duplicate.

The issue is probably related to incorrectly adapting system information about Hebrew language (which is written from right to left). I expect that similar issues will arise with other operating systems which include right-to-left languages.
