This only affects ./run-octave, right? This is because the .oct file symlinks under dldfcn are not built for the "all" target. Try making "check" or "install", oct-files should be built then.

I also reported this as bug #46260, adding a comment there and closing as duplicate.

At least on my Kubuntu 12.04 system, running a recent development tip (9/23/15), I can't access FLTK when --disable-docs is used in configure. The only toolkit listed from available_graphics_toolkit is 'qt'. If I look in config.h I see that HAVE_FLTK is defined.
