grub-mkrescue never uses memdisk so you seem to be using modified command. If you can reproduce it with vanilla upstream grub, feel free to reopen.

I had to do:
set prefix=(memdisk)/boot/grub

In order to enter normal mode.

The prefix is correct. Please provide more details about your configuration and failure.

grub-mkrecsue with default options produces an invalid prefix: "()/boot/grub". This causes you to be forced into grub rescue mode when booting in EFI mode.

I used the following command:
grub-mkrescue -o new_disk.iso iso_fs

And in the logs, it used this command for grub-mkimage:

grub-mkrescue: info: grub-mkimage --directory '/usr/lib/grub/x86_64-efi' --prefix '()/boot/grub' --output '/tmp/grub.bSZQKT/efi/boot/bootx64.efi' --format 'x86_64-efi' --compression 'auto' --config '/tmp/grub.5Bat9U' 'part_gpt' 'part_msdos' 'part_apple' 'iso9660'
