I think this is now fixed. I pushed a series of changesets that resolve some problems where timestamps of directories or of the DOCSTRINGS files were forcing the doc files to be rebuilt. I can now build from a dist tarball and no files in doc/interpreter or doc/liboctave are built a second time. Please reopen if I missed something or it still doesn't work for your environment.

I checked in this cset (http://hg.savannah.gnu.org/hgweb/octave/rev/2f9119bb3fe5) which adds the EXTRA_DIST filse that were missing from the libgui/ and test/ directories. Now I can produce a tarball that unpacks and builds Octave, but the dependencies are still messed up because documentation is still being re-built.

Yes, that file should be included in the distribution.

I updated to cset 20367:6b7c10920dfe and proceeded to build a tarball. When I unpack the tarball and try to do an out-of-path build I get the following error:

Is build-bc-overload-tests.sh supposed to be exported in the tarball?

OK, I'll take care of doing that. Likewise for the directory timestamp files that only exist to ensure that the directories exist when doing a VPATH build.

Not a bad idea. We used to have the special GNU existence-only check for the html directory in the documentation build. This is the same idea, we require the existence of the interpreter in order to build the images, but we don't care if it happens to be newer than the images.

Confirm, this is because files built for the manual depend on the interpreter. For example

forces a rebuild of the manual.

Maybe we need to use a GNU order-only prerequisite to tell make that the doc files depend on the interpreter but should not be rebuilt if the interpreter timestamp is newer?

Using cset 20363:63736167fb78, I created a distribution tarball with 'make dist'. I then unpacked this tarball, configured using an out-of-path build directory, and built Octave. The code compiles, but the documentation is re-built which is not supposed to happen and would force users to have TeX installed.
