Fixed in SVN, r5458.

(Also when an empty file is inserted, the current buffer is not marked as modified.)

When doing ^R in non-multibuffer mode and then specifying a file that does not exist, this results in an error message ("file not found") implying that actually nothing was inserted, but the title bar nevertheless shows "Modified".  Pico does not do this.
