tsa should install - it will look for matlab and print out some messages about failing to find /usr/local, but install ok.

strings should install if using the version that is bundled in the src folder of the mxe install.

Some comments:

The packages are .tar.gz files, not .tar

The OF Java package should not be installed in Octave >= 3.8.x
But I suppose you mixed it up with Octave's built-in Java support (that replaces/supersedes the Java package)

If Octave doesn't work with Java then chances are that your Java JRE's (or JDK's) bit width (64- or 32 bit) doesn't match the one Octave was built with. You can easily install a 32-bit or 64-bit Java JRE next to the one you have and Java support in Octave should work then.
(Note: I do not know what Java bit width Octave-4.0.0-rc4 was built with)

As to the file, it is called java.opts, not java.opt
AFAIK the file isn't included; the documentation merely points out where it can be put.

nan-2.7.4.tar (looks for something in /usr/local)
java-1.2.9.tar (says it does not point to correct java)
strings-1.1.0.tar (looks for something in /usr/local)
tsa-4.2.9.tar (looks for something in /usr/local)

The setup is windows 7, x64, 16GB Ram

Also java.opt is not found in directory pointed in the documentation. I need to extend the memory usage so that bigger matrices can be handled.
