In your Screenshot2, only two pairs of letters are marked red (by which I guess you mean something is wrong) -- these are E and A with circumflex and accent-ague.
I know of ony one language that uses this extreme combination of marks: Vietnamese. It is a common typographic style in that language to place the accent to the right of the circumflex...so they won't go too far above the line of type of course. FreeSerif follows this tradition.
If you are aware of another application for this combination, let us please discuss that.
I don't know what the green/white distinction means in your image.

To create a new bug report, under the menu near the top of the page, under "Bugs", there is "Submit new".
Please provide images of what you see as a problem, and also original documents, so I can try them myself.
Be aware that MS Word is not particularly good at handling modern font technology. Also be aware that font installation in Windows can go wrong. Double-check for extra copies:
dir C:\Windows\Fonts\Free*

First, this but isn't about placement of general accent marks, but about "symbol" diacriticals, specifically the ones for "ten thousand" etc.
Second, you didn't say what version of the font you are referring to. I will send you a link to a recent build.
Please send a separate bug report if you continue to see problems.

(achtung! Russian!) Имею проблемы с диакритиками. В FreeSerif и Sans не работают якоря (anchors) для всей кириллицы и некоторых других отделов, хотя якоря в глифах расставлены. В FontForge сочетания отображаются якобы корректно, но не в Word и LibreOffice. Чтобы они заработали, я добавил в кириллицу якоря как в латинице (25, вместо 20), но это не помогло. Тогда дописал еще к latn{dflt} TRK и LTH – и кириллица и некоторые знаки из латиницы исправились (!), но не все. Как настроить шрифты, чтобы якоря работали везде? Если можно.

This issue was resolved in FreeSerif, but it's still there in FreeSans, I think this issue should also be fixed in FreeSans.

When I chose oblique and bold oblique faces, the Cyrillic ten-millons sign is also slanted, looks different from hundred-thousands and millions sign.

I also found some Cyrillic letters with combining enclosing circle looks not proper. They're stand for ten-thousands numeral in the Church Slavonic text: А⃝ , В⃝ , Г⃝ , Д⃝ , Є⃝ , Е⃝ , Ѕ⃝ , З⃝ , И⃝ , Н⃝ , Ѳ⃝

I have no idea what "correct" means in this case. I had not dreamed anybody would ever apply the circle-slash to that symbol.
